Real Sociedad forward Carlos Vela will not be considered for selection at the World Cup by Mexico.
Mundo Deportivo reports that a meeting was held between Vela, Mexico Coach Miguel Herrera and the directors of the Mexican Football Federation.
It was finally decided that Vela, who has not played for his country since 2011, would not be named in the squad as he doesn’t feel mentally ready to play for Mexico.
Vela was fined and suspended by Mexico for partying shortly before a game in 2010 and eventually returned to the fold a year later.
But he was criticised for his performance by the local Press and refused to go to the Gold Cup later that year or the Olympics in 2012.
His reason for avoiding London was a desire to settle in with La Real, who he joined on a permanent basis that summer.
A third refusal came during World Cup qualifiers but when Jose Manuel de la Torre was sacked in 2013, Vela suggested he was interested in playing internationally again.
But when he was called up he again declined. The case now appears to be settled, at least regarding the summer tournament.
Vela has scored 40 goals for La Real since leaving Arsenal, as well as claiming a number of assists, with his form said by Mundo to have attracted renewed interest from the Premier League.
