Qatar deny all allegations, including those made in the past weeks by the Sunday Times.
Michael Garcia, an American lawyer, is conducting an independent investigation that will conclude in July.
He is to speak at the FIFA congress – which begins on Tuesday – and will provide delegates with an update on the case, Sepp Blatter has said.
