Miguel Cardenal, the Secretary of State for sport in Spain, has laid out proposals that will seeing the banning of Ultra groups from grounds.
It follows the violence before the Atletico Madrid-Deportivo la Coruna game on Sunday that resulted in one man dead and several others injured.
“There is going to be a before and after in football and it will soon become apparent. It has been proposed that we draw up a list of all Ultras and expel them from our stadiums and to draw up a time frame for this,” Cardenal told a Press conference.
“The proposals put forward have come from the clubs and they are in no doubt we will achieve this.
“It’s a path some have already taken and this commitment is full and conclusive. I am convinced it will be effective.
“There are many criminal databases but we are talking of an official list upon which these measures will be implemented.”
Cardenal also explained that a partial closure of stands inside grounds would also be put into place in line with other European Leagues. There will also be further measures taken to tackle verbal abuse at matches.
“This has been a very real concern that we have highlighted for some time and there have been directives over the past two years urging clubs and referees to identify perpetrators, because if they are not it cannot be stamped out.
“We have also installed a direct line so that people can report any racist or xenophobic behaviour,” he added.
